For most web application solutions, we would recommend using Drupal as a foundation unless the client already is invested in using another solution or the project requirements are such that a pure eCommerce or an application framework would be a better choice. In our experience, the primary reason for this is to enable clients to realize the twin benefits of freedom from dependence on a single source (including us!) for future maintenance and feature expansion, and increased reliability coming from a larger developer and user base.
